1)Rogen - A list, at least for the time being based on his recent run of hits.
2)Franco - B list, because he's always a supporting character, always popular, but not enough to open a film on his own.
3)Who?
4)Cole - definitely a B+, both for TV and film. I'd almost call him an A for the volume of TV work he's done and the fact he was the lead in most of it.
I'm late to the party on this one, but I love Gary Cole. American Gothic was one of my favorite series ever.
I agree with Merlin D Bear's logic on the first 3, but I'd put Gary Cole as A- for tv. He was lead in 2 series, did multiple episodes of The West Wing and Desperate Housewives. He's good as the good guy, and plays some of the best bad guys ever. In The Gift, he was kinda both. Sheriff Lucas Black gave me chills, but I'd do him. OK, so I'm biased on this one. OK, B+.
Rogen: Newly A List Comedian, even if Observe & Report was absolute failsauce. However, if Funny People doesn't open well, I can see his career going into a decline...and it's back to the B/B+ for him.
Franco: B/B+ actor, with less known name recongition---potentially A List. The way I decided this was I asked my father who James Franco was, and he said "Who?" "You know, Pineapple Express guy." "The one who was in the Seth Rogen movie? "Yeah." "Oh him. He is really good actor, wasn't he in Spiderman?"..and Scene.
Danny McBride: B List Actor/Comedian, would recognize the face but not the name.
Gary Cole: B- Character Actor.
